10U Rule Revision (Clarification)
Current: Base runners starting at 1st or 2nd base are entitled to advance or steal only one base per pitch, with liability to be put out (no advancement on an overthrow to 2nd on a steal from 1st to 2nd).  Runners starting from 3rd base may not steal or advance home on a passed ball, a wild pitch or a bad throw back to the pitcher but are liable to be put out if they come off the base.

Clarification: Base runners starting at 1st or 2nd base are entitled to advance or steal only one base per pitch, with liability to be put out (no advancement on an overthrow to 2nd on a steal from 1st to 2nd).  Runners starting from 3rd base may not steal or advance home on a passed ball, a wild pitch or a bad throw back to the pitcher but are liable to be put out if they come off the base.  The runner at 3rd base can advance home only if the catcher makes a play on that runner at 3rd base.

Dual Sport (Slow Pitch & Fast Pitch)
The group discussed whether we need a rule that requires a minimum number of “dedicated” fast pitch players on every roster. This was prompted by a discussion of scheduling difficulties that are caused when players are dual-registered for both fast pitch and slow pitch.  The discussion centered on teams with a limited number of fast pitch players only, with a larger number of slow pitch players on a team, and the result of a team having to forfeit games due to the slow pitch players having slow pitch games, and not attending the fast pitch games.
